Milczyn was born in Etobicoke, grew up in Mimico and attended Etobicoke Collegiate Institute. He went on to graduate from the University of Toronto’s Faculty of Architecture in 1989, and soon founded PZM Design. The company championed multiple public and private sector projects. His interest in urban planning led him into politics. He was first elected in 1994, as a Councillor in the former City of Etobicoke. Following the Amalgamation of the City of Toronto, he was consistently re-elected to represent Ward 5 (Etobicoke-Lakeshore) on Toronto City Council, from 2000-2014—making for an incredible 17-year career in municipal politics.
During his time on Toronto City Council, he chaired Toronto’s Planning and Growth Committee, served as TTC Commissioner for the past eight years, served as a Member of The City of Toronto Executive Committee and as a member of BUILD Toronto. Milczyn has also served as a member of the Kingsway Business Improvement Area, the Shop The Queensway Business Improvement Area and the Village of Islington Business Improvement Area.
Milczyn has been a staunch advocate for his community. He has been a vocal champion for the expansion of public transit, planning reform and the provision of affordable housing for families in Etobicoke-Lakeshore and across Ontario.
His experience and knowledge in the area of responsible city building, fiscally responsible, efficient government, and urban planning led to the introduction of MPP Milczyn’s Private Member’s Bill: Bill 39 An Act to amend the City of Toronto Act, 2006, the Planning Act and certain regulations. The Bill aims to restore local decision making and provide municipalities with the tools to generate more affordable housing in partnership with the province.
Milczyn is fluent in Polish, Italian and French and has deep roots in Etobicoke-Lakeshore. He is proud to be raising his daughter, Ariana, in Etobicoke with his wife, Rose.
"That connection to community grounds me in what I'm doing to represent my constituents....It's what guides me forward and steers my priorities."
